I think the difference between an artistic photo and a snapshot is that an artistic photo was taken with meaning and a goal in mind. It is aesthetically pleasing. Artistic photo typically take into account factors such as lighting, contrast, white balance, etc... A snapshot is a quick photo, usually taken for fun or for with no real purpose. there isn't as much emphasis on the aesthetic value of the photo, and it typically may be not as aesthetically pleasing. Also, a snapshot may be taken quicker, where as the artistic photo usually is taken using more time. Lastly, arrangement of the people or things in the picture help determine the difference between an artistic photo vs a snapshot,, because snapshots have a randomly placed composition, where as artistic photos have specific placements, making them more visually appeasing. Asymmetry and the rule-of-thirds helps to create this effect in artistic photos.
